Role and responsibility
The S-1 officer routes unique reporting situations per MCO 1610.7BMCO 1610.7B Chapter 6. The S-1 chief tracks waiver requests, academic duty FITREPs, defense counsel and military judge reporting, and remedial promotion documentation. The PES clerk maintains the unit register of special instruction cases. The commander signs by direction on waivers and unique situation routing.
Source documents flow from waiver request memoranda, academic or training duty orders, defense counsel or military judge billet assignments, remedial promotion warrants, and set aside or disapproved grade reduction memoranda. Special instruction actions land in MOL with appropriate occasion codes and section markings. Outputs include the waiver request through TECOM PSD, the academic FITREP cross-reference to MARADMIN 412/20, the defense counsel and military judge report routing, the remedial promotion documentation, and the set aside grade reduction record.
Per MCO 1610.7BMCO 1610.7B Chapter 6, Special Instructions cover six categories per the chapter sections: paragraph 1 (General Information), paragraph 2 (Waivers of Policy), paragraph 3 (Unique or Unusual Situations), paragraph 4 (Academic and Training Duty), paragraph 5 (Fitness Reports for Defense Counsel or Military Judges), paragraph 6 (Remedial Promotion), paragraph 7 (Set Aside/Disapproved Grade Reductions).

Processing workflow
- Identify the unique reporting situation. Validate against MCO 1610.7BMCO 1610.7B Chapter 6 paragraph 1 (General Information).
- Process waiver of policy request. Per MCO 1610.7BMCO 1610.7B Chapter 6 paragraph 2 (Waivers of Policy), route the waiver through TECOM PSD. Per MARADMIN 308/23MARADMIN 308/23 summary of changes item 18, waivers in perpetuity are cancelled. Reporting officials submit an updated waiver request each time the order is written or revised.
- Apply unique situation rules. Per Chapter 6 paragraph 3 (Unique or Unusual Situations), document the situation and apply the order rule.
- Process academic and training duty. Per MCO 1610.7BMCO 1610.7B Chapter 6 paragraph 4 (Academic and Training Duty), report academic and training duty as a student like regular duty. For PME and GEP programs, route to the dedicated Academic Fitness Reports sub-page covering MARADMIN 412/20MARADMIN 412/20.
- Route defense counsel or military judge reporting. Per MCO 1610.7BMCO 1610.7B Chapter 6 paragraph 5 (Fitness Reports for Defense Counsel or Military Judges), the reporting chain follows specific rules to preserve independence.
- Process remedial promotion documentation. Per MCO 1610.7BMCO 1610.7B Chapter 6 paragraph 6 (Remedial Promotion), document remedial promotion conditions. Per MARADMIN 308/23 item 19, remedial promotion procedures were clarified with vignettes.

- Route academic FITREP cross-reference. Where the situation is a PME or GEP academic FITREP, route to the Academic Fitness Reports sub-page.
- Document in the PES register. Capture EDIPI, special instruction type, waiver status, and resolution.

Common pitfalls
- Waiver submitted relying on prior approval. Per MARADMIN 308/23MARADMIN 308/23 item 18 and MCO 1610.7B Chapter 6 paragraph 2, waivers in perpetuity are cancelled. Submit fresh request with each order revision.
- Academic FITREP for PME or GEP routed under Chapter 6 instead of Academic Fitness Reports sub-page. Per MARADMIN 412/20MARADMIN 412/20, PME and GEP have a dedicated process. Route correctly.
- Defense counsel or military judge reporting through standard chain. Per MCO 1610.7BMCO 1610.7B Chapter 6 paragraph 5, the reporting chain preserves independence. Route per the order.
- Remedial promotion documentation skipped. Per MCO 1610.7BMCO 1610.7B Chapter 6 paragraph 6, document the remedial promotion conditions in the FITREP.
- Set aside grade reduction not reflected in PES register. Per Chapter 6 paragraph 7, document per the order. The PES register tracks the action.
Decision points
- Waiver of policy versus unique situation. Per MCO 1610.7BMCO 1610.7B Chapter 6 paragraphs 2 and 3, waivers depart from order rules and require TECOM PSD routing. Unique situations are addressed within the order rules.
- Academic duty (Chapter 6 paragraph 4) versus academic FITREP (MARADMIN 412/20). The PME and GEP academic FITREPs route through the dedicated sub-page. Other academic and training duty follows Chapter 6 paragraph 4.
- Defense counsel versus military judge routing. Per MCO 1610.7BMCO 1610.7B Chapter 6 paragraph 5, both billets receive the chapter routing. The S-1 officer applies per the assigned billet.
