Role and responsibility

The Reporting Senior (RS) writes performance evaluation per MCO 1610.7BMCO 1610.7B Chapter 2 paragraph 3. The Reviewing Officer (RO) reviews and signs per Chapter 2 paragraph 4. Third Officer Sighting (3OS) applies in specific cases per Chapter 2 paragraph 5. The S-1 chief maintains the unit PES register of RS, RO, 3OS, SMR, and SEA assignments. The S-1 officer signs by direction on PES register updates.

Source documents flow from the unit T-O, the chain of command, designation orders, and personnel turnover events. PES chain actions land as register entries, RS and RO designation memos, and OMPF documentation. Outputs include the PES register, the RS and RO assignments per Marine, the 3OS designation when applicable, and the SMR and SEA roster.

Per MCO 1610.7BMCO 1610.7B Chapter 2 paragraph 2 (General Description), the reporting chain consists only of the RS, the RO, and where applicable the 3OS. 4. Validate SMR. Per Chapter 2 paragraph 8, the SMR is the senior Marine officer in a joint or non-Marine command. Identify per the unit type.
5. Coordinate SEA input. Per Chapter 2 paragraph 9, SEAs provide input outside the reporting chain.
6. Process special situations. Per Chapter 2 paragraph 10, special situations override the standard chain.
7. Brief incoming Marines. At inbound brief, identify the Marine's RS and RO.
8. Document assignments. Capture RS and RO per Marine in the unit PES register.
9. Process RS or RO change. Cut the CRS report at RS change per Chapter 3 reporting occasions.
10. Refresh the PES register. Update on personnel turnover, command change, or assignment change.

Common pitfalls
