Unit Readiness Reporting - Personnel Pillar (P-Rating)

Role and responsibility

S-1 admin specialists own the personnel pillar input to unit readiness reporting. The S-1 chief pulls the MCTFS authoritative data source (ADS) for assigned strength, available strength, and critical MOS fill. The 0170 Manpower Officer calculates the P-rating per MCO 3000.13B. The adjutant builds the personnel input narrative for the commander assessment. The commander signs the readiness report with the personnel pillar narrative.

• P-2. The unit has the required strength to undertake the majority of the wartime mission.

• P-4. The unit lacks the required strength to undertake the wartime mission.

The P-rating uses the lowest score across the three substrate calculations (assigned strength percentage, available strength percentage, critical MOS fill percentage) per MCO 3000.13BMCO 3000.13B Paragraph 4.

Processing workflow

1. Pull the MCTFS ADS data. The S-1 chief pulls the authoritative data source for assigned strength, available strength, and critical MOS fill at the report cycle cutoff date.
2. Pull the T-O from TFSMS. Cross-reference the T-O baseline against the assigned strength pull.
3. Build the non-available roster. Identify Marines non-available for the wartime mission (LIMDU, hospitalization, PCS in transit, deployment in support of another unit, legal hold).
4. Identify the critical MOS list. Pull the critical MOS list from the unit METL and the HQMC critical MOS designations per MCO 3000.13BMCO 3000.13B Paragraph 4b(1)(l).
5. Calculate the substrate percentages. Compute assigned strength percentage, available strength percentage, and critical MOS fill percentage against the T-O baseline.
6. Apply the lowest-score rule. The P-rating takes the lowest of the three substrate scores per MCO 3000.13BMCO 3000.13B Paragraph 4.
7. Build the personnel input narrative. The adjutant drafts the narrative covering the manning posture, gap drivers, mitigation actions, and projected closure.
8. Route for commander assessment. The commander reviews the P-rating, the substrate scores, the narrative, and signs the readiness report.
9. Submit to DRRS. Submit through the DRRS reporting cycle per MARADMIN 518-21 DRRS-MC consolidation direction.
10. File the supporting record. Place the MCTFS ADS pull, the substrate calculation, the narrative, and the commander signature in the readiness report file.
