Role and responsibility
S-1 admin specialists own the personnel pillar input to unit readiness reporting. The S-1 chief pulls the MCTFS authoritative data source (ADS) for assigned strength, available strength, and critical MOS fill. The 0170 Manpower Officer calculates the P-rating per MCO 3000.13B. The adjutant builds the personnel input narrative for the commander assessment. The commander signs the readiness report with the personnel pillar narrative.
Source documents flow from the MCTFS ADS pull, the unit T-O from TFSMS, the BIC vacancy report, the non-available roster (LIMDU, PCS, hospitalization, deployment), the MMEA monitor projection, and the commander assessment narrative. Outputs include the P-rating value (P-1 through P-4), the personnel input narrative, the supporting MCTFS pull record, and the certified DRRS submission.
MCAAT and IGMC inspect the P-rating calculation against the MCTFS ADS pull, the BIC reconciliation, and the commander assessment. P-ratings unsupported by ADS data trigger findings.
Trigger events
- Monthly DRRS readiness reporting cycle opens.
- Triggered readiness report event (deployment, exercise, change of mission).
- Significant manning change (gain or loss exceeding the report threshold).
- Commander change-of-command transition triggers a baseline readiness report.
- MEF or higher headquarters direct an out-of-cycle readiness assessment.
P-rating framework
MCO 3000.13B defines the personnel readiness rating (P-rating) on a four-level scale tied to assigned strength against T-O strength, available strength against assigned strength, and critical MOS fill against critical MOS T-O.
- P-1. The unit has the required strength to undertake the full wartime mission.
- P-2. The unit has the required strength to undertake the majority of the wartime mission.
- P-3. The unit has the required strength to undertake portions of the wartime mission.
- P-4. The unit lacks the required strength to undertake the wartime mission.
The P-rating uses the lowest score across the three substrate calculations (assigned strength percentage, available strength percentage, critical MOS fill percentage) per MCO 3000.13BMCO 3000.13B Paragraph 4.
Processing workflow
- Pull the MCTFS ADS data. The S-1 chief pulls the authoritative data source for assigned strength, available strength, and critical MOS fill at the report cycle cutoff date.
- Pull the T-O from TFSMS. Cross-reference the T-O baseline against the assigned strength pull.
- Build the non-available roster. Identify Marines non-available for the wartime mission (LIMDU, hospitalization, PCS in transit, deployment in support of another unit, legal hold).
- Identify the critical MOS list. Pull the critical MOS list from the unit METL and the HQMC critical MOS designations per MCO 3000.13BMCO 3000.13B Paragraph 4b(1)(l).
- Calculate the substrate percentages. Compute assigned strength percentage, available strength percentage, and critical MOS fill percentage against the T-O baseline.
- Apply the lowest-score rule. The P-rating takes the lowest of the three substrate scores per MCO 3000.13BMCO 3000.13B Paragraph 4.
- Build the personnel input narrative. The adjutant drafts the narrative covering the manning posture, gap drivers, mitigation actions, and projected closure.
- Route for commander assessment. The commander reviews the P-rating, the substrate scores, the narrative, and signs the readiness report.
- Submit to DRRS. Submit through the DRRS reporting cycle per MARADMIN 518-21 DRRS-MC consolidation direction.
- File the supporting record. Place the MCTFS ADS pull, the substrate calculation, the narrative, and the commander signature in the readiness report file.
Systems of record and forms
Systems
- DRRS. Defense Readiness Reporting System (consolidated from DRRS-MC per MARADMIN 518-21).
- MCTFS. Master ADS for personnel readiness inputs per MCO 3000.13BMCO 3000.13B Paragraph 4.
- TFSMS. T-O baseline for the substrate calculation.
- Commander Readiness Handbook. HQMC PP&O reference for commander narrative.
Forms
- DRRS Personnel Pillar Input. The reported P-rating with supporting substrate values.
- Personnel Input Narrative. The commander narrative covering the manning posture.
- MCTFS ADS Pull Record. The audit record supporting the P-rating.
- Critical MOS List. The unit critical MOS list tied to the METL.
Common pitfalls
- P-rating unsupported by ADS pull. The reported P-rating runs without an MCTFS pull date. Tie every reported P-rating to a dated MCTFS pull per MCO 3000.13BMCO 3000.13B Paragraph 4.
- Non-available roster undercounted. The assigned strength reads high without the non-available adjustment. Build the non-available roster from the LIMDU log, the hospitalization log, the PCS log, and the deployment roster.
- Critical MOS list stale. The unit critical MOS list lags the METL refresh. Refresh the critical MOS list at the annual METL review and the FD2030 MOS divestiture window.
- Lowest-score rule not applied. The reported P-rating averages the substrates instead of taking the lowest. The P-rating takes the lowest substrate score per MCO 3000.13BMCO 3000.13B Paragraph 4.
- Commander narrative skipped. The DRRS submission routes without the commander narrative. The commander narrative is required at every reporting cycle per the Commanders Readiness Handbook.
Decision points
- P-2 versus P-3 boundary. The assigned strength substrate sits near the P-2 to P-3 threshold. The S-1 chief verifies the calculation against MCO 3000.13BMCO 3000.13B substrate thresholds and routes the threshold-sensitive cases through the 0170 officer.
- Critical MOS reporting under FD2030 divestiture. Divested MOSs no longer count against critical MOS fill. The 0170 officer reconciles the critical MOS list at every FD2030 implementation MARADMIN.
- Triggered report versus scheduled cycle. The commander directs a triggered report on significant manning change. The S-1 chief pulls the ADS data and runs the substrate calculation at the trigger event.
