Scope
The Defense Travel System Regulations operationalize DTS as the single online travel system used by the DoD per DoDI 5154.31, Volume 3. The regulations define DTS user responsibilities by role, the types of official travel documents created in DTS, the financial aspects of DTS, and the minimum required training for each user role. The regulations do not modify the DoD Financial Management Regulation or the Joint Travel Regulations.
Audience
Every DTS user across DoD. Authorizing Officials, Routing Officials, Certifying Officers, Departmental Accountable Officials, Defense Travel Administrators (LDTA, ODTA, FDTA, BDTA), Centrally Billed Account Specialists, Debt Management Monitors, Non-DTS Entry Agents, Travel Preparers, Travelers, and Self-Authorizing Officials. The Defense Travel Management Office (DTMO) maintains the regulations.
