Scope
MARADMIN 308/23 announces the revision of the Marine Corps Performance Evaluation System (PES) order from MCO P1610.7A to MCO 1610.7B effective 2023-06-05. The revision reflects current laws, regulations, and recent changes to multiple Marine Corps orders and policies. Every Marine, especially reporting officials, reviews the revised order. The end-date changes to the AN and AR reporting periods take effect immediately. Applicability is the Marine Corps Total Force.
Audience
- Reporting Seniors (RS) and Reviewing Officers (RO). Conduct the annual PES training. Apply the new chapter-by-chapter rules. Apply the consolidated adverse routing in Chapter 5.
- Third officers in the chain (3OS). Endorse adverse reports under the new Chapter 5 routing.
- Commanding officers. Educate Marines annually on the PES under Chapter 9. Sign FITREPs under the revised schedule.
- Reporting officials at all levels. Apply the new height, weight, body fat reporting guidance for pregnant or postpartum Marines and for Marines newly identified with or with worsening medical conditions.
- S-1 staff and adjutants. Process FITREPs under MCO 1610.7B effective 2023-06-05. Track Sgt, SSgt, LtCol, Col, BGen active component and Sgt, SSgt, GySgt, 1stSgt, MSgt, Maj, LtCol, Col, BGen reserve and active reserve annual reporting period end dates.
- Marines projected for an HQMC board. Receive abbreviated AN or AR reports as the schedule transitions.

- Chapter 6. Cancelled waivers in perpetuity. Added a recurring requirement for reporting officials to provide an updated waiver request each time the order is written or revised. Clarified Remedial Promotion paragraph with vignettes. Amended Combat report criteria.
- Chapter 8. Clarified the responsibility to conduct annual PES training in paragraph 4. Added examples of effective training topics.
- Chapter 9. Clarified the commanding officer responsibility to educate Marines annually on the PES.

Action items
- Pull MCO 1610.7B from MCPEL. The order is published electronically at the Marine Corps Publications Electronic Library.
- Conduct annual PES training for unit reporting officials under Chapter 8 Paragraph 4. Educate Marines under Chapter 9.
- Apply the new reporting period end dates immediately. Marines who received an AN or AR before the change will receive another AN or AR under the new schedule. The second report is abbreviated.
- Update Chapter 6 waiver requests. Recurring waivers no longer carry. Resubmit on every order revision.
- Adjust RS workflow to the consolidated adverse routing in Chapter 5.
- Apply the Service Abbreviation update. US Space Force entries are valid.
- Use the updated RS Checklist in Appendix F for every FITREP submission.
