Annual Fitness Report Schedule and Reporting Period End Dates - S-1 Procedural Page

Role and responsibility

The S-1 chief tracks each Marine in the unit against the Appendix A reporting schedule per MCO 1610.7BMCO 1610.7B and active MARADMIN amendments. The S-1 officer signs by direction on AN and AR routing. The PES clerk maintains the unit reporting calendar by rank and component. The RS writes the report within the submission window.

Source documents flow from the unit roster, the rank and component data in MCTFS, the published Appendix A schedule, and the active MARADMIN amendments. Schedule actions land in the PES register as tracked AN or AR occasions. Outputs include the unit reporting calendar, the per-Marine tickler, the submission tracking, and the OMPF posting on acceptance.

Per MCO 1610.7BMCO 1610.7B Appendix A, annual fitness reports run on a schedule keyed to rank and component. Per MARADMIN 575/24MARADMIN 575/24 (Amendment 2 to PES, dated 26 Nov 2024), the AR reporting period for E5 through E8 ends 31 October beginning in 2025. Per MARADMIN 634/23MARADMIN 634/23, Active Component CAPT through LTCOL, SgtMaj, and MGySgt schedule was adjusted.

Trigger events

• Marine reaches reporting period end date per Appendix A.
• Annual reporting cycle opens for the unit.

• AR E5 through E8 transition to October end date per MARADMIN 575/24.
• New rank triggers different reporting schedule.
• SgtMaj or MGySgt 5-page format requirement effective 1 Jan 2025 per MARADMIN 595/24.
• Component change (AC to RC, RC to AR, or AR to AC).

Processing workflow

1. Pull the Appendix A schedule. The S-1 chief generates the unit reporting calendar by rank and component.
2. Apply MARADMIN 575/24 for AR. Per MARADMIN 575/24MARADMIN 575/24, AR E5 through E8 reporting period ends 31 October.
3. Apply MARADMIN 634/23 for AC. Per MARADMIN 634/23MARADMIN 634/23, AC CAPT through LTCOL, SgtMaj, MGySgt follow the updated end dates noted in Appendix A.
4. Calculate reporting period dates. Apply the rank and component end date plus the standard reporting period length.
5. Schedule report writing. The RS writes within the 30-day submission window per MCO 1610.7BMCO 1610.7B Chapter 3 paragraph 2.
6. Track suspense. The S-1 chief maintains a tickler from end of period.
7. Process semiannual reports. AC 2nd Lt and 1st Lt receive semiannual reports per Appendix A.
8. Coordinate occasion codes. AN for Active Component, AR for Active Reserve. Apply per the right occasion.
9. Validate page format. Per MARADMIN 595/24MARADMIN 595/24, SgtMaj and MGySgt reports use the 5-page format effective 1 Jan 2025.
10. Document the AN or AR occasion. Update the PES register with EDIPI, rank, component, occasion code, and dates.

Common pitfalls

• AC reporting end date applied to AR or RC Marine. Per Appendix A, component drives the date. Confirm component before scheduling.
• AR E5 through E8 still using prior end date. Per MARADMIN 575/24MARADMIN 575/24, the AR period ends 31 October starting in 2025.
• AC 2nd Lt or 1st Lt missed semiannual cycle. Per Appendix A, AC 2nd Lt ends January and July. AC 1st Lt ends April and October.
• SgtMaj or MGySgt report submitted in old page-one-and-five format. Per MARADMIN 595/24MARADMIN 595/24, the 5-page format applies effective 1 Jan 2025.
• AR not applicable for 2ndLt and BGen overlooked. Per Appendix A, AR is N/A for those ranks.

Decision points

• Component determination. The Marine activates from RC to AR or transitions. The S-1 chief applies the component effective at reporting period end.
• Abbreviated AN or AR. Per MARADMIN 575/24MARADMIN 575/24 and MARADMIN 634/23MARADMIN 634/23, abbreviated reports apply during transition years.
• Promotion within reporting period. The Marine promotes mid-period. The S-1 chief schedules per the higher rank end date going forward.
