The Automated Performance Evaluation System (A-PES) is the primary system used to prepare and submit FITREPs. Access A-PES through the Resources tab on Marine Online. MMPB-23 at HQMC Manpower and Reserve Affairs runs the operational side of the FITREP program through three sections. Policy, Compliance and Corrections handles administrative corrections, IGMC inspections, and Commander's Timeliness Reports. Processing and Audit screens roughly 2,000 reports daily and routes errors to the Audit team. The JEPES section administers the junior enlisted system. A-PES (Automated Performance Evaluation System)
What A-PES Is
A-PES is the Marine Corps system for preparation and submission of FITREPs. Replaces the legacy paper-based MROW (Marine Reported On Worksheet) workflow.
Access
Access A-PES through the Resources tab on Marine Online (MOL) at https://www.mol.usmc.mil/.
A-PES Without Access
Marines and reporting officials who do not have A-PES access may use a PDF version of the fitness report under the Resources tab on the MMPB-23 main page. Hardcopy reports are typed (not handwritten) and submitted via email to the Processing section.
Three Key Resources Within A-PES
A-PES provides Marines and reporting officials with access to three command resources.
1. FitRep Inventory
Track processed reports by a Marine's DoD ID. Verify the FITREP record reflects what was submitted.
2. Date Gap Report
Identifies date gaps in a Marine's FITREP record. Subject to IGMC inspection.
3. Missing Last Annual Report
Identifies Marines missing their most recent annual FITREP. Subject to IGMC inspection.

MMPB-23 Organizational Structure
MMPB-23 at HQMC Manpower and Reserve Affairs runs the operational side of the FITREP program through three sections.
Section 1. Policy, Compliance and Corrections
Responsible for fitness report policy, research, correction, and accountability for all active duty and reserve personnel.
Functions
- Provide liaison support for promotion and selection boards.
- Provide briefs to resident PME schools.
- Approve PES waivers.
- Provide units with Commander's Timeliness Reports (CTRs).
- Supervise adherence to PES policy.
- Conduct corrections to fitness reports already processed.
- Conduct audits of fitness report records.
- Provide personnel to serve as IGMC team Inspectors regarding PES matters.
- Provide PES manual interpretations.
- Recommend policy changes.

Section 2. Fitness Report Processing and Audit
Responsible for initial screening and processing of all FITREPs. Approximately 2,000 reports daily across the Total Force.
Processing
- Each report is carefully screened for administrative and procedural correctness.
- Reports processed in the order received (oldest to most recent).
- Priority processing reserved for Marines flagged by the Promotions section for a board.
- Priority processing also reserved for Marines pending reenlistment.
Audit
- Reports identified as incorrect or non-compliant route immediately to the Audit team.
- Auditors research the report to pinpoint all errors and take corrective action.
- Audit queue processed in the order received.
- Reports requiring action beyond MMPB-23 return to the reporting official with corrective guidance via email.
- Once resubmitted, notify MMPB-23 with the FITREP ID for prompt re-processing.

Section 3. JEPES
Promulgates policy and processes for the Junior Enlisted Performance Evaluation System. Maintains JEPES Worksheet information. Serves as the JEPES administrator.
Functions
- Approve final JEPES worksheets (the Approver is charged with final approval authority).
- Assist with complex JEPES situations.
- Provide JEPES education to the Total Force.
- Provide JEPES help desk services.
- Generate reporting on unit performance, compliance, and timeliness for JEPES.

General Fitness Report Questions

Submission Timelines
Per MCO 1610.7BMCO 1610.7B.
Normal Reports
Within 30 days after the end of the reporting period.
Adverse Reports
Within 60 days after the end of the reporting period.
Why the 60-Day Window for Adverse
Adverse reports require additional procedural steps including mandatory pre-submission counseling, MRO addendum opportunity, and additional review at higher echelons. The 60-day window accommodates the procedural protections.
Submission Method via A-PES
FITREPs completed through A-PES are automatically submitted to the Processing section for action.
Submission Method via Hardcopy
Reporting Officials without A-PES access use a hardcopy of the MROW (typed, never handwritten). The completed report is emailed to smb_hqmc_fitrep_processing@usmc.mil. Hardcopy reports take longer because the Processing team manually enters the data into A-PES.
Who Submits
The RS, RO, SMR, 3OS, or their Trusted Assistants. Reports may NOT be submitted by the MRO.
Timeliness Compliance
Late Reports
Per MMPB-23, non-compliant reporting officials receive ONE courtesy reminder from MMPB-23 to complete late reports.
Continued Non-Compliance
If the reporting official's non-compliance trend continues, the CMC notifies the Marine's reporting chain of the continued non-compliance.
Why Timeliness Matters
Late FITREPs are inconsistent with MCO 1610.7BMCO 1610.7B and can have a significant and consequential impact on board selection for individual Marines. Reports not in the OMPF before a board cannot be considered.
Administrative Corrections (Appendix G)
What Counts as an Administrative Correction
Anything in Section A of the FITREP and factual data contained in Sections I and K (e.g., name, rank, billet title). If the matter cannot be verified through official records and/or needs additional justification, it is most likely NOT an administrative correction.
Examples That ARE Administrative Corrections
- Name spelling.
- Rank or grade entry.
- Billet title (factual entry).
- Service Component.
- Date entries verifiable through official records.
- Body composition entries per MARADMIN 066/26MARADMIN 066/26 if entered incorrectly.
Examples That ARE NOT Administrative Corrections (Substantive)
- Attribute marks.
- Sections I and K opinion comments.
- Comparative assessment markings.
- MRO's status selection in Section A.
- RS's grade recommendation for Gunnery Sergeants.
These items are considered substantive (opinionated) and require submission to the Performance Evaluation Review Board (PERB).

How to Request an Administrative Correction
- Complete Appendix G of MCO 1610.7BMCO 1610.7B (PDF copy on the MMPB-23 Resources tab).
- The MRO must initiate (it is the MRO's report, not the reporting official's).
- The MRO signs Appendix G.
- Obtain concurrence from the RS and/or RO of the specific report.
- The RS or RO signs Appendix G endorsing the request.
- Attach all supporting documentation.
- Email to smb.manpower.mmrp-31@usmc.mil.
Why MRO Initiation Matters
The Marine owns the report. Reporting officials cannot initiate administrative corrections on the Marine's record. The MRO drives the process.
FITREP Date Gaps and Overlaps
30-Day Threshold
Date gaps or overlaps of 30 days or less are NOT considered significant by HQMC and do NOT require correction. MMPB-23 will NOT action requests for date gap or overlap corrections unless the period is 31 days or longer.
Common Causes of Date Gaps
- Errors in the "period covered" portion of the FITREP.
- Marines often forget to include periods of Leave, Delay, or Travel when beginning a new MROW after transferring to a new command.
- Marines often overlook the dates of their previous report and input an incorrect "From" date when beginning a new MROW.
Why the 30-Day Threshold
Small gaps and overlaps reflect normal administrative reality (PCS travel, leave, command transitions). Correcting every minor gap creates administrative burden without meaningful benefit.
Admin Fillers
What an Admin Filler Is
An administrative entry covering a date gap in a Marine's record from unique situations.
When Marines Receive Admin Fillers
Marines may request an admin filler to cover date gaps from unique situations.
Special Case for Reduced Marines
Marines who are reduced to Corporal do NOT receive admin fillers until they are promoted back to the rank of Sergeant. The date gap continues to display until the Marine returns to Sergeant and subsequently receives an admin filler from MMPB-23.
Commander's Timeliness Report (CTR)
What the CTR Is
A report providing commanders with specific information on the status of all FITREPs within their unit, sorted by reporting official.
How to Request a CTR
Email smb.manpower.mmrp-31@usmc.mil with both the RUC (Reporting Unit Code) and MCC (Monitor Command Code) being requested.
Who Can Pull CTRs
Currently, CTRs can ONLY be pulled by HQMC. Commands cannot pull CTRs themselves.
Frequency Requirement
Commands shall request a CTR at least quarterly.
Retention Requirement
Commands shall maintain CTRs on file for a minimum of 12 months.
Real-Time Data Limitation
The system used to generate CTRs does not have the capability to pull past reports. Only allows pulling real-time data.
IGMC Functional Area 1610
IGMC Role
The Inspector General of the Marine Corps is the principal advisor on inspection matters and the eyes and ears of the Commandant. Conducts command inspections of Marine Corps units across the Total Force as part of the Department of the Navy Inspection Program.
MMPB-23 Inspector Support
The Policy, Compliance and Corrections section provides personnel to serve as Inspectors for Functional Area 1610 (PES).
Assist Visits
Upon request, MMPB-23 conducts Assist Visits to better prepare Functional Area Managers for inspections.
Funding Responsibility
Commands requesting an Assist Visit are responsible for funding the TAD.

How to Use This Page
As a Marine (MRO)
- Verify your FITREP record through A-PES FitRep Inventory.

As a Reporting Official (RS or RO)
- Submit through A-PES whenever possible.
- Submit normal reports within 30 days, adverse within 60 days.

- Coordinate with the unit S-1 PES Manager on procedural questions.
As a Commander
- Request CTRs at least quarterly.
- Retain CTRs for 12 months minimum.
- Coordinate with MMPB-23 for IGMC Assist Visits before scheduled inspections.
- Ensure annual PES training is conducted per MCO 1610.7BMCO 1610.7B.
As a Unit S-1 or PES Manager
- Maintain A-PES configuration for the unit.
- Run Date Gap Reports and Missing Last Annual Reports for command awareness.
