MCO 1500.63A - Marine Corps Common Military Training Requirements

Scope

This Order provides policy and procedural guidance for the implementation of common military training requirements for every Marine. The requirements in this Order are directed by law, Department of War (DoW), Department of the Navy (DON), or through Headquarters Marine Corps (HQMC) as listed in enclosure (2). This Order is in accordance with references (a) through (ah).

Audience

• Commanders and commanding officers. Verify CMT completion dates in MCTIMS and track core versus non-core cadence.
• Unit training officers and S-3 training shops. Align unit training plans to the revised cadence.
• Unit Training Managers and S-1 chiefs. Pull service-directed annual training requirements and track completion per Marine in MCTIMS.
• Service-level CMT content owners and initial entry-level schools. Review training content and programs of instruction, then submit them to TECOM TSD for MCTIMS publication.

Operative content

• Core CMT stays on an annual cadence. Non-core CMT shifts to a biennial cadence, per MARADMIN 199/26.
• Marines who completed non-core CMT in calendar year 2025 stay current through calendar year 2027. Marines who did not are due in calendar year 2026, per MARADMIN 199/26.
• MCTIMS is the single authoritative system for documenting and reporting CMT.
• Commanders verify completion dates against the revised MCTIMS reporting codes within 30 days and report discrepancies to TECOM TSD within 60 days, per MARADMIN 199/26.
• Commanders do not supplement provided training materials without prior approval from DC T&E or DC M&RA. Waiver authority sits with the first general officer in the chain of command, per MARADMIN 199/26.
• The order supplies the service-directed annual training list for unit training plans under MCO 1553.3C paragraph 4.a.(2)(d).2. Units refresh the plan at each update.

Connection to higher policy

The purpose statement anchors the requirements in law, DoW, DON, and HQMC direction. The SECWAR Memorandum dated 2025-09-30 directed the reduction of mandatory training requirements behind this revision. DoDI 1322.31 governs program of instruction compliance where required, per MARADMIN 199/26.
