Scope
MCO 3504.2A standardizes Marine Corps reporting policies, procedures, requirements, and products for the Operations Event/Incident Report (OPREP-3) system in accordance with the Joint Reporting Structure (JRS). The order establishes how Marine Corps units submit OPREP-3 reports to the National Military Command Center (NMCC), to the Commandant of the Marine Corps through the Marine Corps Operations Center (MCOC), and to sister Service operations centers when operating under their command. The order is exempt from reports control per SECNAV M-5214.1, Part IV, paragraph 7g.

Unit commanders submitting OPREP-3 reports. Watch officers and operations duty officers issuing voice reports. S-3 operations staff drafting OPREP-3 message reports. S-1 officers and adjutants supporting OPREP-3 SIR records retention. Sexual Assault Response Coordinators (SARCs) supporting OPREP-3 SIR sexual assault reports. Marine Corps Operations Center (MCOC) watch standers receiving Marine Corps OPREP-3 SIR reports.
OPREP-3 categories
MCO 3504.2A defines three OPREP-3 categories:
- Reports to the National Military Command Center (NMCC). OPREP-3 reports where national-level interest is determined. Sent directly to NMCC with the appropriate flag word.
- Reports to the Services and Combatant Commands. OPREP-3 reports for events not at the national-level interest threshold or where national-level interest is undetermined.
- Combatant Command and Service Reporting Systems. Service-specific OPREP-3 variants for events below national-level interest.
The principal Marine Corps variant is OPREP-3 SIR (Serious Incident Report), which routes to CMC through MCOC. Sister Service variants are OPREP-3 NAVY BLUE (NB) for Navy, OPREP-3 (Army), OPREP-3 BEELINE (B) or HOMELINE (H) for Air Force. OPREP-3 WHITE PINNACLE (WP) is the unclassified exercise variant measuring the timeliness of the OPREP-3 PINNACLE chain (20-minute standard).
Reporting time requirements
- OPREP-3 PINNACLE: 15-minute synchronous voice report to NMCC, 1-hour asynchronous message report.
- OPREP-3 SIR: 30-minute synchronous voice report to MCOC, asynchronous message report to follow.
- OPREP-3 WHITE PINNACLE: 20-minute exercise window.
