Scope
NAVMC 11537, Reenlistment Extension Lateral Move (RELM) Request, revision 02-19, electronic fillable (EF). Member data and screening items
- Career data. Rank, name, EDIPI, MOS, date of rank, AFADBD, PEBD, ECC, EAS, DCTB, RTD, and fiscal year, plus the request type, length requested, category, and SOE code.
- Performance. Average conduct and proficiency marks in the enlistment for all corporals and below, including sergeants with under 2 years time in grade. Fitness report validation with date gap check for the rest.
- Qualification screens. GT, MM, EL, and CL test scores for FTAP and lateral move requests. Duty station options for FTAP. LATMOVE choices limited to MOSs the Marine is qualified for. High school graduate check for FTAP. Previous requests within 12 months.
- Risk screens. UCMJ history covering all military and civilian convictions on the current contract or within the last 5 years. Bonus eligibility with SRBP zones and prior payments. Tattoo waiver for SDA requests with color photos attached. Broken or prior service with a NAVMC 11501 Statement of Service attached. Active duty spouse information.
- Certification. The Marine and the career planner both sign item 33.
Command screening, item 34
Six certifications before the recommendation chain: medical with duty status (recertify when the request misses the 90 day window), dental with dental class, security clearance through the S-2, training through the S-3 with PFT, CFT, and height and weight verified within 90 days of submission plus BCP status, legal through the S-1 covering pending action and domestic violence incidents, and SACO certification covering treatment programs and controlled substance incidents.
Recommendation chain and Tier evaluation, item 35
Endorsements climb from NCOIC or SNCOIC through OIC, First Sergeant, Company Commander, Sergeant Major, and Executive Officer to the Commanding Officer at 35g, who must hold special courts-martial convening authority or a proper Acting designation. The commanding general recommendation at 35j requires general courts-martial convening authority. The commander assigns a Tier evaluation with target distributions of 10, 30, 50, and 10 percent:
- Tier I. Superior work in all duties. No NJP, court-martial, or civilian conviction on the current contract.
- Tier II. Excellent work, needs assistance with unusual assignments. At most one form of jeopardy, NJP or misdemeanor civilian conviction, and no courts-martial.
- Tier III. Dependable in routine duties. No more than two incidents of jeopardy and no courts-martial conviction.
- Tier IV. Marginal or below standards. Any court-martial conviction places the Marine in Tier IV.
The career planner ensures the TFRS Tier evaluation accompanies the RELM for every FTAP reenlistment request.
