RAPIDS (REAL-TIME AUTOMATED PERSONNEL IDENTIFICATION SYSTEM) is the network of computers that updates DEERS and issues USIP (UNIFORMED SERVICES ID AND PRIVILEGES) cards. The USIP Card and Eligibility Tiers

What USIP Provides

• Photo identification of eligible dependents.
• TRICARE access at military and network providers.
• Commissary and exchange access.
• MWR access (gym, pool, recreation activities).
• Installation access (typically required for base entry).

Eligibility Tiers

Active Duty Sponsor Dependents

• Spouse. Full USIP card.
• Children under 21. Full USIP card.
• Children 21-22 (full-time students). Full USIP card with student verification.
• Incapacitated adult children. Full USIP card with DD 137 approval.
• Wards (legal custody, under 21). Full USIP card.
• Parent, parent-in-law, stepparent (residing with sponsor). USIP card via DD 137.

Limited Dependents

• Parent, parent-in-law, stepparent (NOT residing with sponsor). NOT eligible for USIP card. May still qualify for BAH and travel allowance only.
• In-loco parentis. NEVER eligible for USIP card. May qualify for BAH only.

Former Spouses

• 20/20/20 former spouse. Full USIP card (former spouse type).
• 20/20/15 former spouse. USIP card limited to one year post-divorce.
• Other former spouse. NOT eligible.

Card Expiration

• Spouse and adult child cards typically issued for 4 years or until age-out.
• Children under 10 issued without photo (caregiver photo on parent card).
• Children 10 and over issued with photo.
• Renewal required upon expiration.

Scheduling RAPIDS Appointments

The DMDC ID Card Office Online is the primary scheduling tool.

• Book appointment for sponsor or sponsor + dependent.

Walk-In Versus Appointment

Most RAPIDS sites prefer appointments. Walk-in availability varies. For dependent enrollment, appointments are recommended.

What If You Cannot Get An Appointment

• Check multiple nearby installations.
• Joint base sites often have more capacity.
• Some sites offer evening or Saturday hours.
• Reserve sites are an option for Reserve Marines and may have less wait.

The 30-Day Expectation After Dependent Add

After submitting NAVMC 10922NAVMC 10922 to S-1 with the supporting documents, schedule the RAPIDS appointment within 30 DAYS.

Why 30 Days

• TRICARE coverage gap risk if delayed.
• USIP card needed for installation access, commissary, MWR.
• DD Form 1172-2DD Form 1172-2 may need notarization if dependent cannot attend with sponsor.

What Happens If You Wait

What To Bring To A RAPIDS Appointment

For Sponsor (You)

• Your active duty USIP card (CAC) or alternate ID.
• DD Form 1172-2DD Form 1172-2 if dependent attending without you.

For Spouse Add

• Original or certified marriage certificate.
• Spouse's birth certificate (certified).
• Spouse's Social Security card.
• Spouse's photo ID (driver's license, passport, etc.).

For Child Add

• Original or certified birth certificate.
• Child's Social Security card (when issued).
• Child must be present (over age 10 with photo).

For Adoption

• Final adoption decree (certified).
• Adoptive birth certificate (post-adoption issuance).

For Custody Add

• Certified court order.
• Child's birth certificate.

For Secondary Dependency

• Approval letter from HQMC Dependency Determination Section.
• DD Form 137DD Form 137 approved copy.
• Identifying documents per DD 137 type.

For Card Replacement

• Lost. Police report if applicable, sponsor with you to verify.
• Damaged. Damaged card.
• Expired. Expired card.

Card Replacement, Expiration, and Lost Card Procedures

Renewal Before Expiration

• Schedule RAPIDS appointment 30 days before expiration.
• Bring expiring card.
• Bring original or certified documents if any information changed.

Expired Card

• Card is no longer valid for any privilege.
• Schedule RAPIDS appointment ASAP.
• TRICARE may have grace period. Confirm with regional contractor.

Lost or Stolen Card

• Report to local PMO if stolen.
• Notify sponsor command for tracking.
• Schedule RAPIDS appointment for replacement.

Damaged Card

Marine and Family Programs Branch (MF) Connection

The HQMC Dependency Determination Section sits within the Marine and Family Programs Branch (MF), alongside Casualty Assistance, EFMP, CYP, SLP, Career Services, Education Services, Family Readiness Services (UPFRP), Marine for Life, and CREDO. Many of these programs may inform or follow from your DEERS-related decisions.

Common Errors

Wrong Documents Brought to RAPIDS

Photocopies are not enough. Original or certified documents with raised seal are required. Triple-check before the appointment.

Dependent Not Present

For initial enrollment, the dependent (over age 10) must be present. Children under 10 may be enrolled with the sponsor only.

Wrong DD Form 1172-2

If sponsor cannot attend with the dependent, DD Form 1172-2DD Form 1172-2 must be NOTARIZED. Unsigned or improperly notarized forms result in turn-away.

Schedule Conflict With Marine Online Submission

The DEERS update may not appear immediately after S-1 submission. Allow 24-48 hours after IPAC processing before the RAPIDS appointment, or request the RAPIDS site verify with the IPAC system.

Forgetting milConnect

Marines often forget that milConnect is available for many minor updates. Use it for address, phone, and emergency contact changes without scheduling a RAPIDS visit.

Card Expiration Surprise

Marines often forget to check dependent card expiration. Set calendar reminders 60 days before expiration.

Failure to Update After Custody Change

Custody changes require DEERS update. Failure can result in TRICARE coverage for ineligible person or denial for eligible person.
