What Dependency Validation Is
Dependency validation is the periodic review of dependent status. It exists to.
- Confirm that claimed dependents still meet eligibility criteria.
- Identify dependents who have aged out, married, become self-supporting, or otherwise lost status.
- Prevent erroneous BAH and other entitlement payments.
- Address audit findings around dependency.
Who Owns Validation
- HQMC Dependency Determination Section. Adjudicates and tracks at HQMC level.
- IPAC. Processes recertifications at installation level.
- S-1. Coordinates with Marine and tracks recertification compliance.
- Marine. Initiates recertification when notified or when triggered.
The Annual Recertification Cycle
MARADMIN 661/19 Framework
MARADMIN 661/19MARADMIN 661/19 established the annual dependency validation cycle. Subsequent MARADMINs may update timing or scope.
Annual Recertification Categories
- All DD 137 secondary dependency cases.
- Student dependents (age 21-22).
- Incapacitated adult child dependents.
- Court-ordered support BAH-Diff cases.
- Family Care Plan (annual NAVMC 11800NAVMC 11800 update via MOL).
Marines Not Subject to Annual Recert
Most spouse and biological/adopted child cases under age 21 do NOT require annual recertification. Status changes (marriage, divorce, death, custody) trigger updates, but no annual cycle.
Which Dependents Require Recertification
Secondary Dependency (DD 137 Cases)
ALL DD Form 137DD Form 137 cases require annual recertification. This includes.
- Incapacitated adult child.
- Student (age 21-22).
- Legal custody ward.
- Parent.
- Parent-in-law.
- Stepparent.
- In-loco parentis.
Student Dependents (Specific Documentation)
For students (21-22), require ANNUAL.
- Letter from school registrar OR National Student Clearinghouse enrollment verification.
- Confirmation of full-time enrollment for the new academic year.
- Updated Worksheet for Determining Financial Support.
Incapacitated Adult Child (Specific Documentation)
For incapacitated adult children, require ANNUAL.
- Updated medical sufficiency statement from approved medical provider.
- Updated Worksheet for Determining Financial Support.
- Confirmation of unmarried status.
Parent, Parent-in-Law, Stepparent, In-Loco Parentis
Require ANNUAL.

Recertification Triggers and Timelines
Annual Cycle Trigger
- Approximately 12 months from prior validation or initial approval.
- HQMC publishes specific timing per MARADMIN.
- IPAC notifies Marine via S-1 with submission deadline.
Event-Based Triggers Outside Annual Cycle
- Student status change (graduation, withdrawal).
- Marriage of student or incapacitated adult child (loss of dependency).
- Death of dependent.
- Custody modification.
- Sponsor PCS.
- Significant change in support amounts (court-ordered or voluntary).
Submission Deadline
- Typically 30 to 60 days from notification.
- Specific deadline in IPAC notification letter or MOL message.

Common Loss of Entitlement Scenarios
Student Aging Out (Age 23)
Student dependent ages out at 23 regardless of continued enrollment. DEERS removal automatic.
Student Marrying
A married individual cannot be a student dependent. Marriage of the student triggers loss of dependency.
Incapacitated Adult Child Recovering
If medical sufficiency statement no longer supports incapacitation, dependency lost.
Parent or Parent-in-Law Self-Supporting
If parent's income exceeds the over-half (50%) test threshold, dependency lost.
Ward Reaching Age 21
Wards age out at 21 regardless of continued residence or support.
Court Order Expiration (Ward)
If the legal custody court order expires or is rescinded, dependency lost.
Failure to Recertify
The most common loss. Marine ignores recertification notice or misses deadline. DEERS removal automatic.
Death of Dependent
Triggers immediate removal upon documentation, not at next recertification cycle.

How to Respond to a Recertification Notice
Step 1. Read the Notice
- Identify which dependent requires recertification.
- Note the specific documentation required.
- Note the submission deadline.
Step 2. Gather Documents
- New school letter (for student).
- New medical sufficiency statement (for incapacitated adult child).
- Updated tax return or Worksheet for Determining Financial Support.
- Type-specific updates per DD 137.
Step 3. Complete Forms

Common Errors
Ignoring the Notice
Marines often think recertification is optional or assume someone else handles it. The Marine is responsible.
Late Submission
Submitting after the deadline triggers DEERS removal. Re-establishment requires full re-application, often with retroactive entitlement loss.
Stale Documentation
Submitting last year's school letter or last year's medical sufficiency statement. Recertification requires CURRENT documents.
Failure to Confirm Approval
Marine submits but never confirms approval. Issues identified months later when LES changes or DEERS access denied.
Failure to Coordinate Multiple Cases
Marines with multiple secondary dependents may need to recertify all simultaneously. Track each.
Ignoring Loss of Eligibility Triggers
Student graduates but Marine continues to claim. Audit finding and back-debt likely.
