The Marine Corps operates two parallel promotion systems based on rank. Enlisted promotions are governed by MCO P1400.32DMCO P1400.32D (Volume 2, the Enlisted Promotion Manual). Officer promotions are governed by MCO 1400.31DMCO 1400.31D. Two HQMC sections run the program. MMPB-10 manages officer promotions. MMPB-11 manages enlisted promotions. The system advances the best and fully qualified Marines through a competitive process. Junior enlisted promotions (Pvt to Sgt) use the JEPES cutting score system based on objective scores plus command input. SNCO promotions (SSgt and above) use selection boards held annually. Officer promotions use statutory selection boards driven by federal law. Your record is your representation at boards. Every Marine is responsible for the accuracy of their record. The Promotion Philosophy
Per MCO P1400.32DMCO P1400.32D and MCO 1400.31DMCO 1400.31D, the Marine Corps promotion system is competitive. The system advances Marines who are.
- The best in their grade based on demonstrated performance.
- Fully qualified for the responsibilities of the next grade.
This is NOT an entitlement system. Time in grade and time in service alone do not entitle a Marine to promotion. Selection boards and JEPES competition determine who advances.
Why "Best and Fully Qualified" Matters
The Commandant uses the promotion system to.
- Identify high-performing leaders.
- Ensure leaders at each grade meet Marine Corps standards.
- Maintain readiness through quality leadership.
- Manage force structure (allocations).
Marines who are not selected at a given board may be selected at a future board if they continue strong performance. A pattern of non-selection may indicate the Marine should consider alternative paths (lateral move, special duty, separation).
Junior Enlisted vs SNCO vs Officer Promotion
Junior Enlisted (Pvt through Sgt)
- JEPES cutting score system.
- Monthly promotion cycle.
- Cutting scores published in MCTFS (JEPA screen) by IMOS.
- Marines compete by JEPES score against the published cutoff.
- Largely automatic if score meets cutoff and other requirements (PME, TIG, TIS).

SNCO (SSgt through SgtMaj/MGySgt)
- Annual selection boards (SgtMaj/MGySgt, GySgt, SSgt, Reserve SNCO).
- Boards held in fall, winter, spring, summer respectively.
- Marines compete in their IMOS or OCCFLD.
- Selection based on board deliberations of the Marine's complete record.

Officer (W-1 through O-9)
- Statutory selection boards driven by federal law.
- Boards held throughout the year for various ranks.
- Marines compete in zones (above, in, below).
- Selection based on board deliberations of the officer's record.

Your Record Is Your Representation
The board does NOT see you. The board sees only your record.
What the Board Sees
- OMPF (Official Military Personnel File) including FITREPs, awards, schools, etc.
- MBS (Master Brief Sheet) showing the aggregate FITREP profile.
- MCTFS data (PFT, CFT, Rifle, Pistol, PME, MOS, etc.).
- Personal correspondence sent under signed cover letter (destroyed after the board).
What the Board Does NOT See
- You in person.
- Your reputation among peers.
- Your unit's general assessment of you.
- Material added to OMPF AFTER the board adjournment.
The Critical Implication
Every Marine is responsible for the accuracy of their record. Missing FITREPs, errors in MCTFS, missing awards or PME entries, and incorrect dates all reduce the board's view of your performance.

Records as Your Career
Per MCO P1400.32DMCO P1400.32D, you should.
- Order and review your record at least one year prior to consideration by a board.
- Conduct a self-audit 90 days prior to the board convening.
- Submit corrections to MMPB-22 well in advance of the board.
- Submit personal correspondence to the board president no later than 10 calendar days before the board convenes.

FY26 Promotion Policy Updates (MARADMIN 222/26)
Per MARADMIN 222/26MARADMIN 222/26 (14 May 2026), three substantive promotion policy changes plus one cascading cancellation.
30-Month Sergeant TIS (Effective 1 October 2026)
Per paragraph 1.a and paragraph 4.a, the standard TIS requirement for promotion to Sergeant drops from 48 months to 30 months. Applies to the total force. The Junior Enlisted Promotions leaf covers the new TIS framework.
270-Day Sequenced PME Window for SSgt Selectees (Effective FY26 Board Release)
Per paragraph 1.b and paragraph 4.b, Sergeants selected via Sequenced PME for SSgt have 270 days (not 365) after the release of board results to complete both a qualifying resident and non-resident Sergeant course. Active Component and Active Reserve only. The PME Requirements for Promotion leaf covers the new deadline.
SSgt Alternate Selection List Discontinued (Effective FY27)
Per paragraph 3.c and paragraph 4.b, the FY27 SSgt Promotion Selection Board will NOT select alternates. Promotion allocations are adjusted based on population shortfall forecasts. Active Component and Active Reserve only. The SNCO Selection Boards leaf covers the transition.
SULI Cancelled (Effective 1 October 2026)
Per paragraph 3.a.2, the Small-Unit Leader Initiative (SULI) per MARADMIN 225/23MARADMIN 225/23 is cancelled. The new 30-month standard TIS supersedes the function SULI served. The Non-Competitive Cpl-to-Sgt Promotions leaf covers the transition.

Who runs the program?
MMPB-10 for officers. MMPB-11 for enlisted. Both at HQMC Manpower and Reserve Affairs.
What is the philosophy of the promotion system?
Best and fully qualified. The Commandant promotes Marines who are the best in their grade and fully qualified for the responsibilities of the next grade. Not entitlement based.
How do junior enlisted promotions differ from SNCO promotions?

Whose responsibility is record accuracy?
Yours. Every Marine is responsible for the accuracy of their record. Missing or erroneous information reduces the board's view of your performance.
When should I review my record?
At least one year before any board. Conduct a 90-day pre-board audit. Submit corrections well in advance.
What if I am not selected?
Continue strong performance. Many Marines are selected at subsequent boards. Career counseling available through MMEA-64. The Failure of Selection and Non-Selection leaf covers options.
