What BAH Is

Basic Allowance for Housing (BAH) is monthly cash payment to military members not residing in government quarters. Per DOD FMR 7000.14-R Volume 7A Chapter 26 and MCO 7220.56MCO 7220.56, BAH offsets housing costs in the local civilian market.

BAH is one of the largest pay categories. It also generates the most pay audit findings. PAC processes BAH actions daily.

Why BAH Is Audit Critical

The Marine Corps audit risk includes $171M in pay-related findings, with BAH the largest single category. Common BAH audit issues.

BAH Categories

Per MCO 7220.56MCO 7220.56, BAH has three primary categories.

BAH-With Dependents

Member with dependents at the duty station receives.

• BAH at the with-dependents rate for the duty station zip code
• Larger amount reflecting family housing costs
• Most common category for married Marines and Marines with children

BAH-Without Dependents

Member without dependents (single or with dependents not at duty station) receives.

• BAH at the without-dependents rate for the duty station zip code
• Smaller amount reflecting individual housing
• Common for single Marines living off-base

BAH-Differential (BAH-Diff)

Member with dependents in a separate location not allowed to draw with-dependents BAH receives.

• BAH-Diff at a fixed differential rate
• Used in specific situations like dependents living overseas
• Less common but important for affected members

Eligibility for BAH

A Marine qualifies for BAH when meeting these.

• Active duty status (or qualifying reservist on active duty over 30 days)
• Not residing in government quarters
• Has dependents (for with-dependents rate)
• Specific dependent and household situations per MCO 1751.3MCO 1751.3

How BAH Rate Is Determined

Rate calculation involves three factors.

Factor 1 - Rank

BAH rates increase with rank.

• E-1 through E-9 progression
• O-1 through O-7+ progression
• Senior ranks have higher BAH rates

Factor 2 - Dependent Status

Two main rates per location.

• With Dependents (W-rate): Higher amount
• Without Dependents (S-rate): Lower amount

Factor 3 - Zip Code

Each duty station zip code has specific BAH rates.

• DOD surveys local housing markets
• Rates updated annually based on housing data
• High-cost areas (San Diego, Honolulu, Washington DC) have higher rates
• Low-cost areas have lower rates

Performance Steps for BAH Processing

Step 1 - Verify Eligibility

Pull member's MCTFS record.

• Verify active duty status
• Verify housing status (government quarters or off-base)
• Verify dependent status from NAVMC 10922NAVMC 10922 history
• Identify zip code from PCS orders or current address

Step 2 - Determine BAH Category

Based on member's situation.

• With dependents at duty station: With-Dependents rate
• Without dependents: Without-Dependents rate
• Dependents at separate location: Possible BAH-Diff

Step 3 - Look Up Rate

Use DOD's BAH calculator at DTMO.

• Input zip code
• Input rank
• Input dependent status
• System provides current monthly rate

Step 4 - Process UD/MIPS Transaction

Apply the BAH action.

• BAH start (new entitlement)
• BAH stop (no longer eligible)
• BAH change (rate or category change)
• BAH zip code change

Step 5 - Verify EDFR

Confirm transaction processed.

• Pull EDFR within 5 business days
• Verify BAH posts at correct rate
• Identify and correct failures

Step 6 - Member Coordination

Brief the member.

• Notify of BAH amount
• Provide effective date
• Verify member's housing situation matches the action

When BAH Changes

BAH rate or status changes when.

• Member promotes (higher BAH rate at new rank)
• Member's dependent status changes (marriage, divorce, child added or removed)
• Member PCS to new duty station (new zip code, new rate)
• Member moves into or out of government quarters
• Annual BAH rate adjustment (typically January 1)
• Member separates or retires

Each trigger requires UD/MIPS action.

Member Self-Audit Tips

I&I admin briefs members on BAH self-monitoring.

• Review BAH amount on each LES
• Verify with-dependents vs without-dependents matches reality
• Check rate against DTMO BAH calculator
• Report any discrepancies to S-1 or PAC immediately

Common BAH Errors

These hit during PAC processing.

1. Wrong rate after promotion. Member promoted but BAH not updated. Fix by submitting BAH rate change effective with promotion date.
2. Dependent change not processed. Marriage or divorce occurred, NAVMC 10922NAVMC 10922 submitted, but BAH category not changed. Submit BAH change transaction.
3. Member moved to government quarters but still drawing BAH. Critical error. Member is overpaid. Stop BAH retroactive to move-in date. Member owes back-payment.
4. Wrong zip code on PCS. Member transferred but BAH still based on old zip code. Update zip code with PCS effective date.
5. BAH-Diff not processed when applicable. Member has dependents at separate location but BAH still showing without-dependents. Process BAH-Diff if eligible.

BAH and PCS

When member PCS, BAH coordinates with the move.

• Old duty station BAH stops on PCS departure
• New duty station BAH starts on arrival
• Member may have brief gap or overlap requiring action
• New zip code drives new rate

BAH and Government Quarters

Member moving to or from government quarters triggers BAH action.

• Move into government quarters: BAH stops effective move-in date
• Move out of government quarters: BAH starts effective move-out date
• Members in government quarters do not draw BAH
• Some categories of quarters have specific BAH rules

• PCS orders (for zip code changes)
