BAH Without Dependents
Per MCO 7220.56MCO 7220.56, BAH at the without-dependents rate applies when.
- Marine is single (never married)
- Marine is divorced with no qualifying dependents
- Marine is separated and dependent does not live with member
- Marine has no children or children have aged out of dependency
- Marine resides off-base (not in government quarters)
The without-dependents rate is lower than with-dependents but still substantial.
Eligibility for Without-Dependents BAH
A Marine qualifies for without-dependents BAH when meeting these.
- Active duty status
- Has no qualifying dependents (or dependents not eligible to be claimed at duty station)
- Resides off-base (not in government quarters)
- Specific rank thresholds and other rules per MCO 7220.56MCO 7220.56
Junior Enlisted Restrictions
Junior enlisted Marines (E-1 through E-3) generally live in barracks (government quarters) and do not draw BAH.
- E-1 through E-3 in barracks: No BAH
- E-1 through E-3 off-base: BAH may apply but limited
- E-4 and above: BAH off-base standard
Specific rules for junior enlisted with hardship or specific situations.
How Without-Dependents Rate Is Determined
Same factors as with-dependents.
- Rank
- Zip code (duty station)
- Annual rate adjustments
Without-dependents rate is roughly 75-85% of with-dependents rate at the same zip code.
BAH-Differential (BAH-Diff)
BAH-Diff is a separate category for Marines with dependents in a separate location.
When BAH-Diff Applies
A Marine receives BAH-Diff when meeting all of these.
- Has qualifying dependents per MCO 1751.3MCO 1751.3
- Dependents do not reside at member's duty station
- Member is in government quarters at duty station
- Specific situations like dependents overseas while member CONUS
BAH-Diff Rate
BAH-Diff is a fixed differential rate per DOD FMR.
- Set by DOD annually
- Not based on zip code
- Same rate worldwide
- Substantially less than with-dependents BAH
The differential reflects the additional cost of supporting dependents away from the member.
Common BAH-Diff Scenarios
- Member CONUS in barracks, dependents living overseas
- Member sea duty, dependents in CONUS family housing not at member's home port
- Specific deployment or assignment situations creating geographic separation
Performance Steps for Without-Dependents BAH
Step 1 - Verify No Qualifying Dependents
Pull MCTFS dependency record.
- Verify dependent count is zero
- Or verify dependents not at duty station (BAH-Diff territory)
- Verify dependent records reflect current reality
Step 2 - Verify Off-Base Residence
For without-dependents BAH eligibility.
- Verify member not in government quarters
- Confirm housing situation (off-base apartment, house, etc.)
- For E-1 through E-3, verify hardship waiver if applicable
Step 3 - Apply Without-Dependents Rate
Use DTMO BAH calculator.
- Input zip code, rank, and dependent status (without)
- System provides current monthly rate
- Apply via UD/MIPS BAH transaction
Step 4 - Verify EDFR
Pull EDFR within 5 business days.
- Verify BAH posts at without-dependents rate
- Identify and correct failures
Performance Steps for BAH-Diff
Step 1 - Verify BAH-Diff Eligibility
Confirm specific conditions.
- Member in government quarters at duty station
- Has qualifying dependents not at duty station
- Standard BAH (with or without dependents) does not apply
Step 2 - Apply BAH-Diff Rate
Per DOD FMR Volume 7ADOD FMR Volume 7A.
- Apply current BAH-Diff fixed rate
- Process via UD/MIPS BAH transaction
- Different transaction code than standard BAH
Step 3 - Document Justification
PAC retains documentation.
- Member's living situation
- Dependent location
- Reason for BAH-Diff vs standard BAH
Common Scenarios
E-3 in Barracks, Single, No Dependents
- BAH: None (member in government quarters)
- Member receives BAH only if circumstances support off-base living
E-5 Off-Base, Single
- BAH: Without-dependents rate at duty station zip code
- Standard processing
E-6 in Barracks, Married, Spouse Lives Overseas
- BAH: BAH-Diff (member in quarters, dependent at separate location)
- Specific BAH-Diff rate
E-4 Off-Base, Recently Divorced, No Children
- BAH: Was with-dependents, becomes without-dependents
- Effective date: Date of divorce decree
- Submit divorce decree and NAVMC 10922NAVMC 10922
O-3 Off-Base, Married, Family Lives in Different City for Civilian Job
- BAH: Standard with-dependents BAH at duty station rate
- Family residence does not have to be at duty station
- Member supports family financially
E-7 Off-Base, Children Aged Out of Dependency
- BAH: Was with-dependents (when children eligible), becomes without-dependents
- Effective date: Last child's loss of eligibility
- Member must submit NAVMC 10922NAVMC 10922 documenting change
Common Errors
These hit during PAC processing.
- Member married but still drawing without-dependents BAH. NAVMC 10922NAVMC 10922 submitted late or BAH transaction missed. Fix by submitting BAH change with marriage date as effective date.
- Member divorced but still drawing with-dependents BAH. Critical error creating overpayment. Stop with-dependents BAH retroactive to divorce date. Member owes back-payment.
- Children aged out but member still drawing with-dependents BAH. Verify child status annually. Stop with-dependents when last child loses eligibility.
- BAH-Diff applied when standard BAH appropriate. Member off-base but processed as BAH-Diff. Fix by correcting to standard with-dependents.
- Junior enlisted in barracks drawing BAH. Member in government quarters should not draw BAH. Stop BAH retroactive to barracks move-in.
Audit Implications
Without-dependents and BAH-Diff are common audit findings.
- BAH-Diff applied incorrectly creates overpayment
- Member with no dependents drawing with-dependents creates overpayment
- Member with dependents not at duty station and BAH-Diff not applied creates underpayment
PAC accuracy on these categories is audit-critical.
When Status Changes
BAH category changes per these triggers.
| Trigger | Change |
|---|---|
| Marriage | Without becomes With-Dependents |
| Birth/adoption (no spouse) | Without becomes With-Dependents (children) |
| Divorce (no children) | With becomes Without-Dependents |
| Last child ages out | With becomes Without-Dependents |
| Move from barracks to off-base | None to BAH (verify rate type) |
| Move from off-base to barracks | BAH to None |
| Spouse relocates to dependent-prohibited area | With becomes BAH-Diff |
| Spouse rejoins at duty station | BAH-Diff becomes With-Dependents |
