Scope
DODI 1000.13 establishes policy, assigns responsibilities, and provides procedures for issuing DoD identification cards. The instruction governs ID-card eligibility, issuance, and use across the Department, from the Common Access Card for uniformed members to dependent and retiree cards. The instruction reissues the prior DODI 1000.13 and incorporates Change 1 effective 2017-12-14.

Operative content
- Identity verification requires two forms of ID, one a government-issued photo ID, per Enclosure 3. Issuance without it is a violation.
- CAC issuance captures biometrics, photograph, and signature. A recovered CAC destroys per the recovery procedure, a lost CAC requires a lost-CAC memorandum and a security manager review.
- The DoD ID card serves as the Geneva Convention card per DODI 1000.01, and the CAC serves as the Federal PIV credential under HSPD-12. Communities not requiring PIV receive a distinct card form.
- Dependent and survivor cards key to DEERS status through the DD Form 1172-2, and a deceased dependent's card returns to RAPIDS or destroys per the instruction.
- Reserve members receive cards matching their component status, paired with MCRAMM Chapter 5.
