Section 1
The supporting unit Commanding Officer is responsible for:
a. Establish procedures for receiving Personnel Administration Center (PAC) support and ensuring open lines of communication.
b. Account for all Marines, Federal Civil employees, and other Service members under their command.
c. Ensuring accurate training information is reported in a timely manner by the unit's training representative.
d. Approve performance evaluation marks.
e. Recommend/not recommend Marines for promotion and retention.
f. Recommend and approve Marines for awards.
g. Manage leave and liberty requests.
h. Counsel and authenticate administrative remarks entries (Page 11) in the Official Military Personnel File (OMPF).
i. Process administrative separations, Unit Punishment Book (UPB), and results of trail by courts-martial and submit completed documents to the reporting unit in a timely manner.
j. Notify the reporting unit of any occurrence or change of status regarding unit personnel (this includes Marines that have failed to report, unauthorized absence (UA), confinement, hospitalization, marriage, birth of children, divorces, etc.).
k. Ensure Temporary Additional Duty travel orders and vouchers are accurately completed and submitted within the established timelines.
l. Ensure the Outbound Interview is completed and submitted to the reporting unit in a timely manner.
m. Ensure the Inbound Interview and the Travel Voucher Interview are completed in a timely manner.
n. To the fullest extent possible, submit requests for routine service record updates/changes via EPARS in MOL.
o. Assist RU's; with MCTFS reporting and monitor unit adherence to the requirements set forth in this Manual.
p. Ensure compliance with Marine Corps Administration Analysis Team (MCAAT) and Inspector General of the Marine Corps inspections.
q. Support the Marine Corps Financial Statement Audit as it relates to the functions of administration.
