What LRP Is
The Reserve Loan Repayment Program (LRP) pays down qualifying student loans for reservists in eligible MOSs as part of enlistment, reenlistment, or affiliation incentives. Per MCRAMM Chapter 2 and Chapter 12, LRP is one component of the Selected Reserve Incentive Program (SRIP).
LRP differs from GI Bill education benefits.
- GI Bill pays for future education
- LRP pays down existing student loans
A reservist with significant student debt benefits more from LRP than a reservist without student loans.
Eligibility
LRP eligibility depends on current SRIP guidance, which updates via MARADMIN. Common eligibility patterns.
Initial Enlistment LRP
A new SMCR member might receive LRP for.
- Enlistment in a critical MOS designated for LRP
- Initial enlistment contract, typically a 6-year SELRES (Selected Reserve, what most Marines call SMCR or the Reserves) obligation
- Existing qualifying student loans
- Specific service categories per current SRIP MARADMIN
Reenlistment LRP
An existing SMCR member might receive LRP for.
- Reenlistment in a critical MOS
- Continued qualifying student loans
- Specific time-in-service or rank requirements
- Specific service categories per current SRIP MARADMIN
Officer Programs
Officers might receive LRP through.
- Reserve officer commissioning programs
- Specific officer affiliation programs
- Critical specialty designations
Qualifying Loans
Per 10 USC 1630110 USC 16301, LRP repays specific federal student loans.
Qualifying Loan Types
- Federal Family Education Loans (FFEL)
- Federal Direct Loans (Subsidized, Unsubsidized, PLUS, Consolidation)
- Perkins Loans
- Health Education Assistance Loans (HEAL) for eligible programs
Non-Qualifying Loans
- Private student loans
- State loans (some exceptions)
- Loans incurred by parents for student
- Loans for non-education purposes
Members with qualifying loans get LRP value. Members with private loans does not.
Benefit Amounts
LRP amounts depend on current SRIP MARADMIN.
- Annual repayment amounts (paid annually after qualifying year of service)
- Maximum total repayment over the obligation period
- Specific MOS-based bonuses for critical specialties
- Differences between officer and enlisted programs
Reference current SRIP MARADMIN for actual amounts.
How LRP Pays
LRP is paid annually upon completion of each qualifying year.
- Year 1 service: First annual LRP payment after Year 1 anniversary
- Year 2 service: Second annual LRP payment
- Continues per the agreement
Each payment goes directly to the loan holder, not the member.
Performance Steps for I&I Admin
Step 1 - Verify Current SRIP Guidance
Before discussing LRP with a member.
- Pull current SRIP MARADMIN
- Verify LRP is currently authorized
- Verify member's MOS qualifies
- Verify member's status (enlisting, reenlisting, etc.)
Step 2 - Verify Member's Loan Eligibility
The member should have.
- Documentation of qualifying federal student loans
- Loan balances current
- Loan account information for direct payment
Step 3 - Coordinate Contract Documentation
LRP is contractual.
- LRP terms included in enlistment or reenlistment contract
- Member acknowledges agreement
- Service obligation documented
- Payment schedule documented
Step 4 - Process Annual Payment
Each year of qualifying service.
- Verify member completed satisfactory year
- Submit LRP payment request
- Payment processed to loan holder
- Documentation filed in member record
Step 5 - Track Total Repayment
Over the obligation period.
- Track cumulative LRP payments
- Verify approaching cap
- Final payment processing at end of obligation
Annual Year Verification
Each LRP payment requires the member completed a satisfactory qualifying year.
- 50+ retirement points in the anniversary year
- Continued SELRES status
- Satisfactory participation
- Continued MOS qualification
A failed year delays or terminates LRP payments.
When LRP Stops
LRP terminates when.
- Member completes the contracted obligation
- Member separates from SELRES (loses eligibility)
- Member transfers to IRR (loses eligibility)
- Unsatisfactory participation triggers termination
- Maximum LRP cap reached
Common Member Questions
"How much I get for LRP?"
Depends on current SRIP MARADMIN, MOS, and service obligation. Counsel member to reference current MARADMIN.
"I use LRP and GI Bill together?"
Yes. LRP pays down loans (existing debt). GI Bill funds future education. Different programs, different timing.
"What if my loan is paid off before LRP completes?"
LRP only pays loan balance. If loan is paid off, no remaining LRP payments.
"What if I miss a year of qualifying service?"
The missed year does not earn LRP payment. Future qualifying years might continue but cumulative cap still applies.
"Are my private loans covered?"
Generally no. LRP is for federal student loans. Verify specific loan eligibility through DFAS or MCRSC.
"What if my MOS changes?"
MOS change might affect future eligibility but not past payments. Coordinate with HQMC for specifics.
Common I&I Errors on LRP
These hit at the I&I shop.
- Outdated SRIP guidance cited. SRIP updates via MARADMIN regularly. Always reference current.
- Telling member private loans qualify. Most private loans do not. Verify specific loan eligibility.
- Wrong amount quoted. Amounts vary by MOS, rank, contract type. Reference current MARADMIN.
- Annual qualification not tracked. Member misses qualifying year and assumes payment continues. Track each anniversary year.
- LRP confused with GI Bill. Different programs. LRP pays existing loans. GI Bill funds education. Counsel member on distinction.
Coordination Touchpoints
LRP processing touches.
- HQMC SRIP: Program eligibility and authorization
- DFAS: Payment processing to loan holders
- Member's loan servicer: For payment coordination
- MCRSC: For component status verification
- Member's school certifying official: For loan documentation
