IRR Overview and Composition

What IRR Is

Per MCRAMM Chapter 8 and 10 USC 1014410 USC 10144, the Individual Ready Reserve (IRR) consists of Reserve members with remaining military service obligation but who do not drill with SMCR units. IRR is part of the Ready Reserve, subject to mobilization but not actively training.

IRR Composition

Members enter IRR through.

Active Duty Completion

Most common path.

• Member completes active duty contract
• Discharged from active duty
• Remaining MSO served in IRR
• 4 years IRR following 4 years active typical

SMCR Departure

Members leaving drilling status.

• Hardship cases preventing continued drilling
• Civilian employment changes
• Family circumstances

Standby Reserve Member Reentry

Standby Reserve member returning to Ready Reserve.

• Active Status List members eligible
• Might go to IRR rather than directly to SMCR

Inter-Service Transfer

Members from other Services entering Marine Corps Reserve.

• Initial entry to IRR
• Might transition to SMCR with specific procedures

IRR Member Status

IRR members have specific status.

Not Currently Drilling

• No drill pay
• No retirement points from drilling
• No active military training
• Reduced military involvement

Maintain Component Status

• IRR members are part of Marine Corps Reserve
• Subject to recall under specific conditions
• Continue to be Marines
• Specific obligations remain

Limited Benefits

• Limited military medical access
• Specific TRICARE provisions

IRR Pay Group

Per MCTFSCODESMAN.

• Pay Group P (no drill pay)
• Earns membership points (15 per anniversary year)
• No active duty pay unless on active duty orders

Members participate in annual muster.

Address Maintenance

• Member must maintain current address with MCRSC

Mobilization Subject

IRR members are subject to mobilization under specific authorities.

Full Mobilization (12301(a))

• All IRR subject to mobilization
• Declaration of war or national emergency

Partial Mobilization (12302)

• Up to 1 million reservists for up to 24 months
• IRR subject to recall
• Specific operational needs

Presidential Reserve Call-Up (12304)

• Up to 200,000 for up to 365 days

Performance Steps for IRR Member Contacts

Pull MCTFS record.

• Verify IRR component status

Step 2 - Identify Member's Need

Determine what member needs.

• Address update
• Status change request
• Mobilization-related action
• Other specific need

Step 3 - Route to Correct Organization

Based on need.

• MCRSC for routine actions
• HQMC for policy matters
• Local SMCR unit for joining as drilling member
• VA or DFAS for specific other needs

Step 4 - Document the Contact

Even if not directly processing.

• Log the contact
• Note routing decision
• Provide member with contact information
