IRR Participation Requirements

Per MCRAMM Chapter 8 and Chapter 4 Section 2.2, IRR members maintain specific participation requirements.

Annual Muster

Per 10 USC 1020610 USC 10206.

• Annual screening contact with member
• Verify member status and contact information
• Update readiness data
• Earn membership points (15 per anniversary year)

Current Address

• Member must maintain current address with HQMC/MCRSC
• Address updates via MOL
• Annual verification through muster

DEERS Maintenance

• DEERS enrollment current
• Family member DEERS as applicable
• Specific dependent updates

SGLI Election

• Current SGLI election
• Specific changes for life events
• Annual review

Readiness Data

• Periodic readiness data submissions
• Mobilization availability information
• Specific reporting requirements

What Counts as Participation

Mandatory Activities

• Annual muster response

Performance Steps for IRR Participation Tracking

I&I admin rarely tracks IRR participation directly. MCRSC primarily handles.

When IRR Member Contacts I&I

• Route to MCRSC for most actions

When IRR Member Returns to SMCR

Specific procedures.

• Verify continued participation required
• Coordinate join to SMCR
• Update component status
• Specific procedures per MCRSC and member's gaining unit

When IRR Member's Records Need Update

For specific situations.

• Coordinate update with MCRSC
• Specific actions per MOL self-service
• Verify updates posted

IRR Membership Points

Per MCRAMM Chapter 4.

15 Points Per Anniversary Year

Members earn membership points for IRR status.

• Counts toward retirement satisfactory year
• Combined with active duty days for total points
• Specific calculation per anniversary year

Earning Membership Points

Member earns points by maintaining IRR participation requirements.

• Annual muster completion
• Address maintenance
• DEERS and SGLI current

Not Sufficient for Satisfactory Year

15 points alone is not enough for satisfactory year.

• 50 points minimum for satisfactory year
• Member must combine with other point sources for satisfactory year
• IRR alone might not produce satisfactory years

Failure to Participate

Per MCRAMM, members failing to maintain IRR participation requirements might face consequences.

Loss of Membership Points

Failure to complete annual muster.

• No 15 membership points for anniversary year
• Affects retirement calculations
• Specific recovery procedures

Continued Mobilization Subject

Even failing IRR members remain subject to mobilization.
