IRR Recall and Mobilization

IRR Recall Authority

Per MCRAMM Chapter 8 and Chapter 10, IRR members are subject to recall under specific statutory authorities.

Authorities Under Which IRR Might Recall

Full Mobilization (10 USC 12301(a))

• Declaration of war or national emergency
• All Ready Reserve subject to recall (including IRR)
• Highest authority

Partial Mobilization (10 USC 12302)

• Up to 1 million reservists for up to 24 months
• IRR subject to recall
• Specific operational needs

Presidential Reserve Call-Up (10 USC 12304)

• Up to 200,000 for up to 365 days
• IRR subject to recall
• Specific operational missions

Voluntary Active Duty (10 USC 12301(d))

• Member volunteers
• Specific missions
• Active duty orders

IRR Mobilization Pool

IRR represents a deeper mobilization pool than SELRES (Selected Reserve, which covers SMCR units, IMAs, and Active Reserve Marines).

Performance Steps for I&I Admin During IRR Mobilization

I&I admin generally does not directly process IRR mobilization. HQMC and gaining commands handle most.
