SELRES Participation Requirements
SMCR Marines (Selected Marine Corps Reserve) must meet specific participation requirements for IDT, AT, training, and readiness. Failure triggers Unsatisfactory Participation processing with potential separation.

What SELRES Participation Requires
Per MCRAMM Chapter 4 Section 2.1, SELRES (Selected Reserve, what most Marines call SMCR or the Reserves) members are the actively drilling force of the USMCR. Participation is contractual and statutory. Members commit to specific minimums and the unit holds them accountable.
I&I admin tracks participation, processes pay for participation performed, and initiates Unsatisfactory Participation actions when minimums are missed.
The Five Core Requirements
A SELRES Marine in good standing meets these five requirements per anniversary year.
Requirement 1 - IDT Attendance
- 48 paid IDT periods per fiscal year (regular drill plus authorized makeup)
- Standard pattern: 4 periods per drill weekend, 12 weekends per year
- Missed drills require makeup via EDP within 60 days
Requirement 2 - Annual Training (AT)
- 12-14 days of AT per fiscal year
- AT performed at the unit, training facility, or deployment
- Active duty status during AT
Requirement 3 - Mandatory Training Completion
- MOS qualification maintained
- Annual training requirements (rifle qualification, swim qualification, etc.)
- Required online training (Sexual Assault Prevention, Information Security, etc.)
- Unit-specific Mission Essential Tasks
Requirement 4 - Physical Fitness Standards
- Annual PFT (Physical Fitness Test)
- Annual CFT (Combat Fitness Test)
- Body composition standards
- Physical Health Assessment (PHA)
Requirement 5 - Administrative Readiness
- Current address and contact information in MOL
- Current dependent data (NAVMC 10922NAVMC 10922 up to date)
- Current emergency contact (RED)
- Current SGLI election
- DEERS enrollment current
- Medical and dental readiness
Failure on any single requirement does not automatically trigger Unsatisfactory Participation. The pattern matters.
Statement of Understanding (SOU)
Per MCRAMM Chapter 4 Section 2.5, members in specific situations execute a Statement of Understanding documenting their participation commitment beyond the standard SELRES obligation. The SOU is a formal admin tool for setting expectations.

Equivalent Duty Periods (EDPs) for Missed Drill
Per MCRAMM Chapter 3, members missing regular drill must make up the periods.
- Paid EDP (EIO): Performed within 60 days of missed drill, same fiscal year
- Unpaid EDP (EIN): Used when paid EDP window expired
EDPs let members maintain participation without immediate Unsatisfactory designation.
Tracking Participation
I&I admin tracks each member's participation against the requirements.
Drill Roster
After each drill weekend, the drill roster shows attendance.
- Present: Earned the period
- Excused absence (illness, family emergency): Eligible for paid EDP
- Unexcused absence: Counts toward Unsatisfactory designation
Quarterly Participation Reports
Each quarter, the unit produces participation reports.
- Members below pace identified
- Counseling required for at-risk members
- Page 11 entries documenting missed drills
Annual Reconciliation
At fiscal year end, total participation calculated.
- Total IDT periods earned
- AT completed or not
- Required training completed or not
- Members not meeting minimums flagged for Unsatisfactory Participation
Unsatisfactory Participation Triggers
Per MCRAMM Chapter 4 Section 3, a member is processed for Unsatisfactory Participation when one of these occurs.
- 9 or more unexcused IDT absences in any 12-month period
- Missed AT without authorized excuse
- Pattern of inadequate participation per command judgment
- Failure to maintain admin readiness despite counseling

Performance Steps for Participation Tracking
Step 1 - Build Member Tracker
For each SELRES Marine, maintain a tracker showing.
- Anniversary year start date
- Current point accumulation
- IDT periods completed vs required
- AT status (scheduled, completed, missed)
- Required training completion status
- PFT and CFT status
- Admin readiness checklist
Step 2 - Update After Each Drill
After each drill weekend, update each member's tracker.
- Periods attended
- Periods missed (with reason)
- EDPs scheduled or completed
- Counseling required for absences
Step 3 - Quarterly Review
Each quarter, review the entire roster.
- Identify members below pace
- Schedule counseling for at-risk members
- Process Page 11 entries documenting issues
- Brief commander on unit participation health
Step 4 - Annual Reconciliation
At fiscal year end.
- Calculate total participation per member
- Generate Career Retirement Credit Report (CRCR) data
- Identify members for Unsatisfactory Participation processing
- Brief commander on annual unit performance
Pay Implications of Participation
Participation drives pay.
- Performed drill = drill pay
- Missed drill (excused) = no pay but no Unsatisfactory mark
- Missed drill (unexcused) = no pay and counts toward Unsatisfactory threshold
- Performed AT = active duty pay for AT period
- Missed AT = no pay and significant Unsatisfactory weight
Common Participation Errors
These hit during admin processing.
- Member counted as present but did not perform 4 hours. Each IDT period requires 4 hours minimum. Less than 4 hours does not count as a period performed.
- EDP window missed. Paid EDPs must occur within 60 days. Late EDPs become unpaid.
- AT excused without authority. Members claiming AT excused absence without proper command approval.
- Required training listed as complete without certificate. Document required training completion with MarineNet certificates or other evidence.
- Admin readiness assumed current. Member's record shows expired SGLI or outdated NAVMC 10922NAVMC 10922 but counted as ready. Verify before claiming readiness.
Member Counseling Templates
For at-risk members, document via Page 11.
- Initial counseling: Member at risk based on attendance pattern
- Mid-year counseling: Status check at six months
- End-of-year counseling: Final participation status
- Pre-Unsatisfactory counseling: Final warning before processing
Related Roles
Participation is everyone's problem.
- Marines are personally accountable for showing up and meeting requirements.
- Leaders counsel members on participation, sign musters, and mentor at-risk members.
- Commanders approve EDP authorizations, sign Page 11 entries, and initiate Unsatisfactory Participation processing.
