The SOU is a written acknowledgment of reserve participation requirements signed by members in specific situations. Documents the member's understanding of obligations and consequences of failure to participate.

What the SOU Is
Per MCRAMM Chapter 4 Section 2.5, the Statement of Understanding (SOU) is a written acknowledgment by a reserve member of their participation requirements and the consequences of failure to participate. The SOU formalizes expectations beyond what the standard enlistment or commissioning contract covers.
The SOU exists to remove ambiguity. When a member signs the SOU, the unit has documented evidence the member knows what is required.
When the SOU Applies
Per MCRAMM, the SOU is used in specific situations.
Non-Mandatory Members
Members serving beyond their initial military service obligation but continuing in the SELRES (Selected Reserve, what most Marines call SMCR or the Reserves) voluntarily. The SOU documents continued voluntary participation commitment.
Members with Modified Participation
Members whose normal participation is modified due to.
- Geographic relocation requiring different unit assignment
- Family or civilian employment circumstances
- Returning from extended absence or deactivation
- Cross-training or MOS conversion
Members on Notice for Performance Issues
Members previously flagged for participation concerns. The SOU sets clear expectations for restored good standing.

Performance Steps for SOU Processing
Step 1 - Determine SOU Need
Identify when an SOU is appropriate.
- Member entering modified participation status
- Member returning from extended absence
- Member with prior Unsatisfactory issues now restored
- Officer or commander direction based on specific circumstances
Step 2 - Prepare the SOU
Use the MCRAMM Figure 4-5 template.
- Fill in member-specific information
- Customize participation requirements per their situation
- Verify the consequences section reflects current policy
- Print clean copy for signing
Step 3 - Conduct Counseling
The SOU is signed during a counseling session.
- Read through the document with the member
- Verify member understanding of each section
- Answer member questions
- Document any clarifications discussed
Step 4 - Obtain Signatures
After counseling.
- Member signs and dates
- Witness signs (Admin Chief or unit officer)
- Counseling officer signs
- Make copies for distribution
Step 5 - File and Track
Distribute copies and file.
- Original to member's OMPF via PAC
- Copy to member
- Copy to unit personnel file
- Track expiration or review date if applicable
Step 6 - Periodic Review
For SOUs with conditions or duration.
- Review at agreed intervals (quarterly, annually)
- Verify member is meeting commitments
- Update the SOU if conditions change

SOU vs Page 11 Counseling
Both document member acknowledgment but differ in purpose.

Both serve the unit's documentation needs but apply in different situations.
Common SOU Errors
These hit on SOU processing.
- SOU used when not required. Routine SELRES members do not need SOU. Use Page 11 for incident counseling.
- Generic template not customized. SOU should reflect the specific member's situation. Generic templates without customization signal lack of counseling effort.
- No witness signature. SOU requires witness. Without witness signature, validity is questionable.
- Not filed in OMPF. SOU must be filed in the OMPF for permanent record. Local file copy alone is insufficient.
- No periodic review for conditional SOUs. SOUs with ongoing conditions need review. Without review, the SOU loses force.
When to Use Other Tools Instead
The SOU is one tool among several. Other options.
- Page 11 Counseling: For incident-specific counseling and documentation
- Verbal counseling: For minor issues not warranting paper
- Letter of Caution: For more serious performance concerns
- Letter of Reprimand: For administrative actions short of NJP
- Unsatisfactory Participation processing: For pattern of failures
- Adverse fitness report or proficiency mark: For documented poor performance
