Unsatisfactory Participation Processing
When a SELRES Marine fails to meet participation requirements, the unit processes Unsatisfactory Participation. Three potential outcomes - return to good standing, transfer to IRR, or involuntary order to active duty under 10 USC 12303.

What Triggers Unsatisfactory Participation
Per MCRAMM Chapter 4 Section 3 and 10 USC 1014810 USC 10148, a SELRES (Selected Reserve, what most Marines call SMCR or the Reserves) Marine is processed for Unsatisfactory Participation when one of these occurs.
- Pattern of unexcused absences: 9 or more unexcused IDT absences in any 12-month period
- Missed AT without authorization: AT skipped without approved excuse
- Failure to report: Member ordered to active duty fails to report
- Inadequate participation pattern: Command judgment based on overall performance
- Failure to maintain admin readiness: Despite counseling, member continues to fail readiness requirements
The 9-absence threshold is the most common trigger. Track it precisely.
What Counts as an Unexcused Absence
Per MCRAMM, an unexcused absence is missed IDT without one of these.
- Authorized excuse approved by command before the drill
- Documented illness with medical evidence
- Documented family emergency with command approval
- Civilian employment conflict approved in advance under specific provisions
- Other excuse approved per local command policy
A missed drill becomes excused only if approved per command policy. Otherwise it is unexcused.
Three Potential Outcomes
When Unsatisfactory Participation processing initiates, three outcomes are possible.
Outcome 1 - Return to Good Standing
The member responds to counseling and returns to satisfactory participation. No further action.
Outcome 2 - Transfer to IRR
The member is removed from SELRES and placed in the Individual Ready Reserve. They lose drilling status and drill pay. They retain MSO and remain subject to mobilization.
Outcome 3 - Involuntary Order to Active Duty
Per 10 USC 1230310 USC 12303, members who have not completed initial military service obligation might be involuntarily ordered to active duty. This is the most severe outcome and is reserved for members under initial agreement.
Performance Steps for Unsatisfactory Processing
Step 1 - Track and Verify
Before initiating, verify the trigger.
- Pull member's drill attendance record
- Count unexcused absences in the prior 12 months
- Verify each absence was correctly classified (excused vs unexcused)
- Confirm 9-absence threshold or other trigger met
Step 2 - Initial Counseling
Before formal processing, counsel the member.
- Schedule formal counseling session
- Review attendance pattern with member
- Identify root causes (employment, family, personal issues)
- Document counseling on Page 11
- Set specific improvement expectations
- Provide member opportunity to remedy
Step 3 - Pre-Processing Counseling
If member does not improve after initial counseling.
- Conduct second formal counseling
- Review prior counseling and outcomes
- Brief member on Unsatisfactory Participation processing consequences
- Explain transfer to IRR vs involuntary active duty options
- Document via Page 11 with member signature
Step 4 - Generate Unsatisfactory Participation Letter
If processing proceeds, generate the formal letter per MCRAMM Figure 4-6.

- Member rights and response opportunity
Step 5 - Member Response Opportunity
Per MCRAMM, the member has opportunity to.
- Submit written matters in opposition or mitigation
- Request meeting with commander
- Provide evidence of authorized absence
- Identify mitigating circumstances
Allow specified response period (typically 30 days).
Step 6 - Commander Review
After member response, commander reviews and decides.
- Affirm processing and recommend action
- Modify processing based on member response
- Withdraw processing if member's matters justify
Step 7 - Forward to MARFORRES or HQMC
Final action authority varies.
- Transfer to IRR: Often unit commander authority
- Involuntary order to active duty: HQMC authority (10 USC 1230310 USC 12303)
- Forward complete package to higher authority for decision
Step 8 - Process Final Action
Once decided, execute.
- IRR transfer: UD/MIPS transaction shifting member to IRR pay group
- Active duty order: MROWS orders for involuntary AD
- Member notification and final processing
Documentation Requirements
The Unsatisfactory Participation package requires.
- Drill attendance log showing each absence and classification
- All Page 11 counseling entries
- Initial and pre-processing counseling documentation
- Member's written response (if submitted)
- Commander's review and decision
- Final action orders or transactions
Common Errors in Unsatisfactory Processing
These hit during processing.
- Threshold miscounted. Counting 12-month absences incorrectly. Use rolling 12-month window from the most recent absence backward.
- Excused absences counted as unexcused. Verify each absence's classification. Excused absences (with approval) do not count toward the 9-absence threshold.
- No prior counseling on record. Without documented counseling, processing has weak foundation. Document early and often.
- Member not given response opportunity. Per MCRAMM, member has right to respond. Skipping this step invalidates the action.
- Wrong final action. Transfer to IRR is appropriate for many cases. Involuntary AD applies primarily to members under initial agreement. Choose correctly.

- Has the trigger been objectively met (count verified)?
- Has the member been counseled on prior absences?
- Are there mitigating circumstances we should address first?
- Is the member under initial agreement (eligible for involuntary AD) or beyond (transfer to IRR only)?

Unsatisfactory Participation has consequences beyond drill pay loss.
