Scope
MCO 1553.3C establishes the Marine Corps Unit Training Management (UTM) Program. The order defines roles and responsibilities for Unit Training Managers, sets standards for MCTIMS calendar documentation, and prescribes requirements for training plan development, METL management, event scheduling, exception processing, and training documentation. The order applies to all Marine Corps units and integrates with the Marine Corps Training and Readiness (T&R) framework established by MCO P3500.72A.
Audience
Unit Training Managers (UTMs) use this order as the primary procedural reference for running the unit training program. Commanders use it for METL management and training plan approval. S-1 admin specialists and 0170 Personnel Officers use it in managing the administrative component of the training management program and the 01XX T&R events.
Chapter map
The order contains four chapters and associated enclosures. Chapter 1 provides purpose, scope, and applicability. Chapter 2 defines responsibilities by echelon from CMC through unit UTMs. Chapter 3 covers the UTM program structure. Chapter 4 contains the detailed procedural requirements for METL review, training plan development, MCTIMS entry, event scheduling, exception documentation, and AAR recording.
Operative content
- UTM roles. Paragraph 4.c.(5) establishes the UTM's documentation responsibilities in MCTIMS, including T&R event association (paragraph 4.c.(5)(c)) and exception documentation (paragraph 4.c.(5)(h)).
- METL update triggers. Paragraph 4.b.(6)(e) requires METL review and update annually, within 45 days of change of command, and within 15 days of a new mission assignment. IGMC and MCAAT UTM functional area inspectors check MCTIMS against these triggers.
- Training exception documentation. Paragraph 4.c.(5) requires all training exceptions (defer, waive, delinquent) to be documented in MCTIMS with the basis for the exception and the approving authority's decision.
- T&R event association. Paragraph 4.c.(5)(c) requires association of each MCTIMS calendar entry with the applicable T&R event code from the T&R Manual for the MOS or collective event involved.
- AAR documentation. Paragraph 4.c.(5)(h) requires AAR results to be documented in MCTIMS within the training calendar entry following completion of each scheduled T&R event.
