MCO 3000.13B - Marine Corps Readiness Reporting

Scope

MCO 3000.13B establishes Marine Corps readiness reporting policy and procedures. The order implements CJCSI 3401.02B force readiness reporting and DoDD 7730.65, the DoD Readiness Reporting System, at the service level, and operationalized DRRS-MC reporting until MARADMIN 518-21 directed consolidation into DRRS. Readiness reporting is a commander's personal act, the order requires the commander's own assessment and remarks on every report, not a staff product signed unread.

• S-3 operations officers running the reporting cycle and the T rating inputs.
• S-1 officers and chiefs feeding personnel readiness from MCTFS.

Operative content

• The monthly report carries commander remarks. A subjective override without written rationale is a violation the IGMC checklist looks for.
• Ratings run across the P, S, R, T, and C levels. Personnel readiness inputs flow from MCTFS, the T rating reflects T&R event completion against the METL.
• The commander appoints a Readiness Officer or SNCO in writing. Turnover delivers a binder with 12 months of records, the IGMC functional area 3000 checklist, appointment letters, and DRRS training certificates.
• Reporting continues through deployment, and individual augment departures and returns update the unit's personnel readiness state.
• Deployment sourcing feasibility validates against the DRRS personnel state before submission.
