Scope
MCO 3040.4 provides policy and implementing guidance for the Marine Corps Casualty Assistance Program (MARCORCASASTPRO). The order covers casualty reporting, notification, mortuary affairs, military funeral honors, benefits and entitlements assistance, and every administrative requirement linked to a casualty event. The program applies from the moment a Marine is accepted for entry or ordered to a designated place, even before final acceptance or entry on duty.
Audience
Casualty Assistance Calls Officers (CACOs) own the program at the unit level. Commanders make every notification decision. Administrative personnel report the casualty and process the entitlements. Chaplains support grieving families. Mortuary affairs personnel coordinate disposition of remains.
Authority chain
- Deputy Commandant for Manpower and Reserve Affairs (DC, M&RA). Oversight for every Marine Corps Casualty Assistance Program issue.
- Chaplain of the Marine Corps. Advises the Commandant on family readiness. Ensures units and CACOs have access to chaplains trained in dealing with the inherent traumatic emotional issues experienced by grieving families.
- Marine Corps Casualty Section (HQMC MFPC). Day-to-day program execution.
