Scope
MCO 1070.1 sets the policies, procedures, and responsibilities for the Official Military Personnel File (OMPF) across the Marine Corps. The OMPF is the authoritative record of a Marine's service. During service it drives assignment, training, retention, advancement, and separation decisions. After service it protects the legal and financial rights of veterans, their families, survivors, and the United States government.
Audience
Every Marine owns the currency of their OMPF. Commanders assist with upkeep, review, and content. Manpower Management Records and Performance Branch (MMRP) creates and maintains the file at HQMC. S-1 and IPAC personnel upload documents during the service lifecycle.
Concept of operations
- Marines ensure their OMPF is current and contains documents authorized for the file which adequately describe their Marine Corps service.
- Through MMRP, the Director, Manpower Management Division, and commanders assist Marines in the upkeep, review, and content of the OMPF.
Operative content
MMRP responsibilities under the Order.
- Create and maintain the OMPF.
- Determine the contents of the OMPF and the documents authorized for inclusion.
- Provide records-management oversight for the Manpower Information Systems Support Office.
- Approve additions to the document inventory when deemed necessary and appropriate.

All collection, use, maintenance, or dissemination of PII complies with the Privacy Act of 1974, 5 U.S.C. 552a, and SECNAVINST 5211.5E, now revised as SECNAVINST 5211.5F of 2019-05-20. The order treats unwarranted disclosure as a record-management failure with potential civil and criminal exposure.
