Scope
MCO 5210.11F sets Marine Corps records management policy across the Total Force. The order assigns responsibility, prescribes procedures, and bounds the lifecycle of every Marine Corps record regardless of form or medium. Records lifecycle covers creation, preservation, access, retrieval, and final disposition under NARA-approved retention schedules. The order treats records management as a command responsibility distributed down through the unit chain, not an administrative function isolated to S-1 or the records section. Enclosure 1, the Marine Corps Records Management Manual, carries the operational detail.
Audience
- Commanders. Appoint Command Designated Records Managers (CDRMs) in writing at Regiment, Group, and above. Direct annual training. Sustain compliance with IGMC Functional Area 061 checklist.
- Command Designated Records Managers (CDRMs). Company or field grade officer, SNCO, or civilian equivalent. Oversee unit records lifecycle, file CDRM appointment letter copies with ARDB within 90 days, run interval self-inspections, manage records holds, support transfers to Federal Records Centers (FRCs) and NARA.
- Administrative officers and clerks (0102, 0111, 0170). Maintain command files SOPs, route transfers through the ARDB Records Management SharePoint Portal, deliver annual training to assigned personnel.
- Information Management Officers (IMOs). Maintain network and repository resources so records remain accessible, retrievable, and properly stored.
- Functional Area Managers. Wire records management requirements into existing and new Electronic Information Systems (EIS).
- Every Marine, civilian Marine, and contractor. Annual records management training and lifecycle discipline on the records you create.

Lifecycle and disposition
NARA-approved retention schedules drive disposition. The order requires every record to follow its proper schedule. Permanent records transfer to NARA. Temporary records retire to FRCs and destroy at their authorized milestones. Vital Records receive protection under the unit COOP. PII inside records receives DOD Privacy Program safeguards under reference (f), DOD Directive 5400.11.
