MCO 1001R.1L - Marine Corps Reserve Administrative Management Manual (MCRAMM)

Scope

MCO 1001R.1L with CH-2, the Marine Corps Reserve Administrative Management Manual, known as the MCRAMM, governs administration of the Marine Corps Reserve. Twelve chapters carry the reserve component's administrative structure end to end, organization, accessions, duty types, participation, medical readiness, mobilization, discipline, and benefits. The order is the day-to-day playbook for SMCR unit administration and the reserve counterpart to the MCAP's active component structure.

Operative content

• Participation floor. 48 paid IDT periods and 12 to 14 days of annual training per year, plus mandatory training, fitness, and admin readiness. Chapter 4 Section 2 and Chapter 7.
• Unsatisfactory participation triggers at 9 or more unexcused IDT absences in any 12-month period, with missed AT and failure to maintain readiness as parallel triggers. The unsat letter follows Figure 4-6, the statement of understanding follows Figure 4-5, and the member holds a response right. Chapter 4 Section 3.
• IDT limits. 48 paid IDTs per fiscal year for most members, 60 for Reserve general officers, two periods maximum per calendar day, four-hour minimum per period with a two-hour floor for funeral honors. Chapter 7 Section 1.
• Points and retirement. Retirement qualifies on 20 qualifying years measured in points, recorded on the CRCR. Chapter 4 Section 1.

• 10 USC. Sections 10147 and 10148 on participation, 12301 series on recall and mobilization, 12731 and 12732 on reserve retirement.
• DoD 7000.14-R DoDFMR Volume 7A. Chapters 55 to 58 pay the duty types this manual defines.

Connection to Marine Corps doctrine and lower policy

• MCO 5000.14D MCAP. The active component administrative structure this manual mirrors for the reserve.
• MCTFS PRIUM. Reserve reporting rides the same transactions.
• MCO 1001.59. The ADOS program, cited alongside Chapter 10 for active duty for operational support.

Status

Active with CH-2, which supersedes earlier amendments. The order remains the reference for reserve administration until Headquarters publishes a successor. Chapter and section citations on portal pages follow the CH-2 structure, confirm against the current change before relying on a section number.
