Scope
MCO 5000.14D, the Marine Corps Administrative Procedures order, known across the force as the MCAP, sets the function and organization of personnel administration for the Marine Corps. The order assigns administrative responsibility at every level, from the individual Marine to the Manpower Information Systems Support Office, and defines the division of labor between operating force units and the Installation Personnel Administration Centers. The 1999 administrative consolidation moved most personnel administrative production out of unit S-1s and into IPACs in the supporting establishment. The MCAP governs how commanders, units, and IPACs share the work after consolidation, with the stated goal of lifting administrative burden off units so commanders focus resources on training and operations.

Operative content
Three rules carry most of the order's weight.
- Commanders own the relationship with the IPAC. Enclosure 3 paragraph a puts establishing command procedures for IPAC support first on the commander's list. The order states the principle directly, "For administration to function efficiently, free and open exchange of information must exist between the unit and the IPAC."
- The Marine owns the record. Enclosure 2 places responsibility for data accuracy on the individual. Errors in MCTFS feed pay computation, promotion eligibility, retirement points, and benefit qualification.
- The IPAC owns production. Higher-level administrative functions sit in the supporting establishment. The unit submits complete, accurate source documents. The IPAC executes the transactions.
